As someone who has recently earned the Safe To Work (STOW) certification, we can tell you that it is a program designed to certify the HSE (health, safety, and environmental) management systems of contractors. The STOW program was established in 2004 by the Energy Chamber in response to complaints from members of the energy service sector who were finding it difficult to meet the diverse range of HSE requirements set by major oil and gas operating companies. These requirements made it challenging for local contractors to prequalify for work and pursue business opportunities in Trinidad and Tobago's leading industry.

In 2005, the Energy Chamber proposed the STOW project to establish consensus on HSE requirements and prequalify service contractors across Trinidad and Tobago's energy industry. The Energy Chamber received funding from the Inter-American Development Bank (IDB) in April 2006 to implement the project, which is commonly referred to as Safe TO Work in Trinidad & Tobago (STOW-TT) or STOW for short.
